Banglades Govt. have decided  long term social strategy 

As part of preparing a long-term social safety net programme covering citizens of all ages, groups and sections, the Planning Ministry on Wednesday submitted a draft strategy proposal to the government.

General Economics Division (GED) member of the Planning Commission Professor Dr Shamsul Alam presented the strategy paper to Prime Minister Sheikh Hasina at a meeting on "Finalizing the National Social Safety Net Strategy" at her office, reports BSS.
The draft strategy, prepared by General Economics Division (GED) as it was proposed in the sixth-five year plan (2011-2015), contains a proposal for execution of the strategy in three phases.
PM's Press Secretary AKM Shameem Chaudhury briefed reporters after the meeting.
Addressing the meeting, the Prime Minister underlined the importance on a well-thought-out strategy for quick poverty alleviation and human resources development.
Sheikh Hasina said her present government has attached utmost importance to ensuring social safety of the people particularly of the poor aimed at freeing the country from poverty.
The main vision of the strategy is to build up a social safety net for all citizens by creating employment opportunity, cutting poverty, reducing discrepancies, development of human resources and finally boosting the country's economic growth.
The first phase of the strategy will be implemented during 2015-2020, the second phase during 2021 to 2025 and the final phase from 2026 onwards. A total of 3.57 crore people will benefit from the social safety net programmes.
Finance Minister Abul Maal Abdul Muhith, Social Welfare Minister Syed Mohsin Ali, Land Minister Shamsur Rahman Sharif, PM's Economic Affairs Advisor Dr Moshiur Rahman, Cabinet Secretary M Musharraf Hossain Bhuiyan and concerned secretaries were present.


Sheikh Hasina said Father of the Nation Bangabandhu Sheikh Mujibur Rahman had introduced social safety net programmes in Bangladesh after liberation in light of the experience of the Nordic countries.


She said her government after taking office in 1996 followed the examples of the Father of the Nation introducing different allowances for old-age people, the poor, widows, lactating mothers and students.


She thanked the GED for preparing the long-term strategy hoping that the policy would be useful in achieving the government's vision to make Bangladesh a middle-income country by 2021 and a developed nation by 2041.


The government made an allocation of US$ 3.9 billion in the current year budget for as many as 145 types of social safety net programmes which is around 2.3 percent of the country's overall GDP.


In fiscal year 2015-2016, the strategy paper proposed allocating Taka 36,500 crore for social safety net programmes.

The new strategy proposed safety net programmes for the people of different ages ranging from newborn babies, school children, women, elderly people to the disabled.
